I encounter this problem very often because next to my room is a foreigner who is Chinese and the floor where I live has a lot of Chinese people. Every day, I hear loud conversations in the hallway and the sound of talking on the phone from the next room. I used to deal with the problem by writing notes on paper to tell the person next to the room to lower the volume because I can't sleep. But today I still have the same problem. I think I should inform the tower administrator to instruct all residents.
